仲間がいると思うので、記事にしておきます。
なお、筆者は既にアプリケーションを所有・運営している状態です。

申請してみた

新しくアプリケーションを作成するには開発者アカウント（developer account）が必要となるので、申請してみました。

300文字以上の英文で書かなければなりません。
「エゴサ用」や「プログラムの勉強用」と書きたいですが、それではだめです。

申請後、メールアドレスを認証します。

Thanks for applying for a Twitter Developer account.
Please confirm your email address to complete your application.

すると、申請ページが「Application under review」に変わります。
このまま数か月待っている人もいるようです。

筆者の場合は、3日後に以下のメールが届きました。

In order to complete our review of your application, we need additional information about your use case. The most common types of information that can help expedite our review include:

・How you intend to analyze Tweets, Twitter users, or their content
・How Tweets and Twitter content will be displayed to users of your product or service, including whether Tweets and Twitter content will be displayed at row level or aggregated
・The core business purpose for your product or service

ようするに、「もっと詳細を教えろ」ということです。
「analyzeとかdisplayed at row level or aggregatedとか言われても」という思いを英文でしたためると、更に3日後、以下のメールが届きました。

At this time, we still do not have enough specific information about your intended use case to complete review of your application. As a reminder, we previously requested additional information about:

・How you intend to analyze Tweets, Twitter users, or their content
　・Note that "analyze" in this context includes any form of processing performed on Twitter content. Please provide as detailed and exhaustive an explanation as possible of your intended use case.

・How Tweets and Twitter content will be displayed to users of your product or service, including whether Tweets and Twitter content will be displayed at row level or aggregated
　・Illustrations and/or sample work products are a highly effective way to explain how Twitter content will be used as part of your intended use case.

・The core business purpose for your product or service
　・Note that "business purpose" in this context includes uses not necessarily connected to a commercial business. We require information about the problem, user story, or overall goal your use of Twitter content is intended to address.

ようするに、「もっと詳細を教えろ」ということです。


それから2週間ほど嫌気が差して放置し、あらためて、
「既にアプリ作ってる人間が開発者アカウント申請してるんだから各アプリに設定してるtos読めや」と思いながら、「○○というコマンドと○○というコマンドを使って○○をして～○○と○○を組み合わせて～」と返事して次の日、以下のメールが届きました。

Your Twitter developer account application was not approved.
Thank you for your interest in developer access. We are unable to serve your use case at this time.

ようするに、「承認しない」ということです。
申請ページのメッセージも変わっていました。

既存のアプリは削除されていないのでひとまず安心ですが、
「apps.twitter.comからdeveloper.twitter.comに統合する」と宣言されているので、
URLがdeveloper.twitter.comになると、まったくさわれなくなるかもしれません。

再申請できない

で、問題は再申請です。

申請ページはリジェクトのページにリダイレクトされるため、再申請ができません。
最後のメールに「再申請させろ」と送っても、APIの問い合わせから「再申請させろ」と送っても返事は来ていません。

探してみたところ、公式コミュニティに仲間がいました。
Application not approved - Should I give up and throw all my work in the trash?
「全部の仕事をゴミ箱に投げたらいいの？」という気持ちはよくわかります。

公式スタッフによると：
・取得できなかったのはツイッタールールに抵触しているから
・どのアプリが問題だったのか個別には教えられない
・いまのところ再申請はできない
・この件については改善していくつもり

ということで、現段階では、新しくツイッターアカウントを作り、その新しいツイッターアカウントで開発者アカウントを申請するしかありませんし、ツイッター側もそれを推奨しているようです。
改善するする詐欺でないことを祈るしかありません。
